How Preference Informed Allocation (PIA) works
The UK Foundation Programme uses Preference Informed Allocation (PIA) to assign applicants to Foundation Schools. Understanding how the algorithm operates is critical to making informed choices.
The Computer-Generated Rank
Before any allocation begins, every applicant in the ordinary pool is assigned a random, computer-generated rank. This rank has no connection to your academic decile, Situational Judgement Test (SJT) score, or medical school performance. For FP2027, you will not know your rank when you submit your Foundation School preferences.
The Two-Pass System
The PIA algorithm works in two distinct stages, or "passes", moving from the applicant with the highest rank (Rank 1) down to the lowest.
Pass 1: First Choices Only
During the first pass, the computer looks only at first preferences. It starts with the applicant at Rank 1 and gives them their first-choice school. It then moves to Rank 2, and so on.
- If an applicant's first-choice school still has space, they are allocated there immediately.
- If their first-choice school is already full, they are skipped for now.
This pass continues until every single applicant has been considered for their first choice.
Pass 2: Lower Preferences
The algorithm then starts again at the top of the list (Rank 1). It skips everyone who was placed in Pass 1.
For each remaining unplaced applicant, it looks at their preference list from top to bottom (second choice, third choice, etc.). It allocates them to the highest preference school on their list that still has space available.
Importantly, the algorithm fully places each applicant during Pass 2 before moving to the next person in the rank order. It does not do a "second choices only" pass.
Why this matters for your strategy
The most important takeaway from the PIA two-pass system is this: all first choices are considered before any second choices.
If you are unplaced in Pass 1, you will only be considered for your second choice after every other applicant has had their first choice considered. Consequently, highly competitive Foundation Schools almost always fill entirely in Pass 1. Putting a historically oversubscribed school as your second choice is effectively a wasted slot.
